NOVEMBER 3, 2014
The Council of the City of Augusta, Kansas met in regular session on November 3, 2014, with Mayor Kristey Williams presiding. Council present were Jason Lowery, Paul Belt, Matt Childers, Jamie Crum, Mike Rawlings, Sue Jones, and Ron Reavis. Councilman Matt Malone was absent. Also present: City Attorney Austin Parker, City Manager Josh Shaw, City Clerk Erica Jones, Street/Sanitation Foreman Anthony Craft, Parks Foreman Brian Alfaro, and Airport Manager Lloyd Partin. Visitors present were: Kent Bush, Sarah Hoefgen, Cindy Hicks, John Black, Myrna Rogers, and Gary Rogers.
Pledge of Allegiance
Prayer: Pastor Steve Spencer, First United Methodist Church, gave the invocation.
Minutes: S. Jones made a motion to approve the minutes from the October 20, 2014 Council meeting. Lowery seconded the motion. Motion carried without opposition.
Ordinance 10A: Rawlings made a motion to approve Ordinance 10A in the amount of $1,018,385.85. Lowery seconded the motion. Motion carried without opposition.
Cindy Hicks, Executive Director of Downtown Augusta, Inc., presented a request that the City Council consider assisting with funding for a “Shop Small, Shop Augusta” commercial to promote shopping downtown this holiday season. Crum made a motion to approve the City providing financial support in the amount of $1,800 for DAI’s “Shop Small, Shop Augusta” commercial campaign. Childers seconded the motion. Jones abstained from voting. Motion carried without opposition.
Sarah Hoefgen, Executive Director of the Augusta Chamber of Commerce, presented a request to the closure of State Street from 7th Street to the Roundabout from 5:30 to 7 p.m. on Saturday, November 29th. Williams stated that if they could avoid crossing 7th Avenue it would be great and suggested that 6th Avenue and the Gazette parking lot be used for the lineup and gathering of the parade entrants. Shaw stated that parades have generally been approved by the City Manager in the past. He stated he would work with Hoefgen to find the best route. Hoefgen stated there would be reindeer present at the breakfast with Santa and during the parade.
100 LL Fuel System: Childers made a motion to approve an agreement between Aviation Fuel Depot, LLC. and the City for the purchase of the 100 LL aviation gasoline fuel storage tank and self-serve fuel delivery system and for the termination of all existing lease agreements between the two parties. Lowery seconded the motion. Motion carried without opposition.
MUTCD Bids: Lowery made a motion to approve the bid from J & A Traffic for Hardware in the amount of $16,049; National Sign for Street Name Signs in the amount of $11,892.50; and Vulcan Signs for the Regulatory and Warning Signs in the amount of $5,233.27 for a total of $33,174.77. Childers seconded the motion. Motion carried without opposition.
Schedule IRB Public Hearing: Rawlings made a motion to schedule a public hearing for November 17, 2014 at 7:00 p.m. in regard to the issuance by the City of its Industrial Revenue Bonds (Augusta Hotel, LLC) in the amount of $4.2 million, and in regard to an exemption from ad valorem taxation of property constructed or purchased with the proceeds of such bonds. Childers seconded the motion. Motion carried without opposition.
Shryock Park Sidewalk Bid: S .Jones made a motion to approve the bid from Dondlinger Construction in the amount of $19,600 for construction of a sidewalk with curb & gutter at Shryock Park and authorize staff to draft a contract with Dondlinger Construction for this project. Lowery seconded the motion. Motion carried without opposition.
Matters From/For Council:
Shaw: Shaw stated he would like the Council to appoint someone from the Council to assist staff with conducting interviews for Architectural firms for the Public Works Building. S. Jones made a motion to appoint Rawlings to assist with the interviews. Lowery seconded the motion. Motion carried without opposition.
Informational Memorandum and Final Comments:
Reavis: Reavis stated there is a banner at Augusta Inn that indicates there is a church meeting on the property. Shaw stated that question has come up before and it meets the code where it is an acceptable gathering, but staff would certainly look at it again. Reavis stated he didn’t want it to impact Playa Azul’s ability to serve alcohol or any other future applicant.
S. Jones: Jones asked if staff had made any consideration on when to have next work session to discuss trash rates. Shaw stated not yet, but that it could be the last Monday of this month or the second Monday in December. He stated staff would bring a recommendation for scheduling the work session at the next meeting.
Williams: Williams stated the next Council meeting will be her last meeting.
Childers: Childers congratulated Sarah Hoefgen, Brian Alfaro, and Anthony Craft on finishing up first year with Leadership Butler and their graduation from the program on November 13th.
At 7:44 p.m. Rawlings made a motion to go into executive session for 15 minutes under the attorney-client privilege exception to the Kansas Open Meetings Act. He asked that City Manager Josh Shaw and City Attorney Austin Parker join the Council in the executive session. The governing body will reconvene in the Council Chambers at 7:59 p.m. Childers seconded the motion. Motion carried without opposition.
At 8:01 p.m. Rawlings made a motion to exit executive session with no action being taken. Lowery seconded the motion. Motion carried without opposition.
Adjourn: At 8:02 PM Reavis made a motion to adjourn. Lowery seconded the motion. Motion carried without opposition.
