OCTOBER 17, 2016
The Council of the City of Augusta, Kansas met in regular session on October 17, 2016, with Mayor Matt Childers presiding. Council present were Jason Lowery, Cale Magruder, Paul Belt, Mike Rawlings, Tom Leffler, Ron Reavis and Justin Londagin. Councilwoman Jamie Crum was absent. Also present: City Manager Josh Shaw, City Attorney Austin Parker, Assistant City Manager Cody Sims, Public Works Director Jaime Goering, Human Resource Manager Makala Navarro and City Clerk Erica Jones. Visitors present were: Belinda Larsen, John Black, Charles Greenwell, Jill Greenwell, Eric Meyer, John Cox, John George, Nin George, Guy Corcoran and Carrie Cox.
Pledge of Allegiance
Prayer: Pastor Cale Magruder, First Southern Baptist Church, gave the invocation.
Minutes: Reavis made a motion to approve the minutes from the October 3, 2016 Council meeting and October 10, 2016 work session. Leffler seconded the motion. Motion carried without opposition.
Ordinance 10: Leffler made a motion to approve Ordinance 10 in the amount of $419,544.48. Lowery seconded the motion. Motion carried without opposition.
John Cox read a proclamation signed by the Mayor designating November 5 and 6, 2016 as days to support the annual distribution of Buddy Poppies by the Veterans of Foreign Wars.
Eagle Scout John George was present to request Council permission to pour pads for benches along the new walking path in Shryock Park as part of his Eagle Scout Project with the City responsible for adding the benches. Reavis made a motion to approve the request to pour pads for benches along the new walking path in Shryock Park as part of George’s Eagle Scout Project. Lowery seconded the motion. Motion carried without opposition.
Charles Greenwell, representing Flying Bar G. Ranch Carriage, LLC, was present to request permission to operate a horse and carriage business in the downtown area. The Council requested a special event request be presented for consideration at the next Council meeting.
Update on Condemnation of Real Property Located at 606 East 12th Avenue: Shaw stated the structure was moved on Friday, October 14, 2016. Leffler asked that the code enforcement officer continue to monitor the property as there was debris left behind that needs to be cleaned up.
Presentation of 2015 Audit: Eric Meyer with George, Bowerman and Noel presented the City’s 2015 Audited Financial Statements to the governing body. Lowery made a motion to accept the City’s 2015 Audited Financial Statements. Londagin seconded the motion. Motion carried without opposition.
Service Agreement for Human Capital Management System: Leffler made a motion to approve a services agreement for Human Capital Management System aka payroll and human resources information systems provided by Paychex subject to legal review and the addressing of staff concerns. Lowery seconded the motion. Motion carried without opposition.
Matters From/For Council and Informational Memorandum:
Reavis: Reavis stated he was approached by two different individuals about the City dragging their feet on certain items, specifically the ordinance addressing parking on grass and rodents due to the conditions of neighboring properties. He stated that if we say we are going to do something we need to follow through with it. Reavis also stated that one of our business owners is waiting on an agreement to dump sewer at the wastewater plant and stated that it can’t be that hard to come up with a solution. He stated the business owner feels he is getting nowhere with city staff.
Belt: Belt was approached by citizen about an increase in semi-truck traffic on Custer Lane.
At 8:03 p.m. Lowery made a motion to go into executive session for 60 minutes under the personnel matters exception to the Kansas Open Meetings Act to discuss personnel matters of non-elected personnel to conduct the City Manager’s annual performance evaluation. Lowery asked that Carrie Cox from Allen, Gibbs, and Houlik and City Manager Josh Shaw join the Council in the executive session. The governing body will reconvene in the Council Chambers at 9:03 p.m. Magruder seconded the motion. Motion carried without opposition.
At 9:03 p.m. Lowery made a motion to exit executive session with no action being taken. Leffler seconded the motion. Motion carried without opposition.
Adjourn: At 9:04 p.m. Londagin made a motion to adjourn. Lowery seconded the motion. Motion carried without opposition.
