CITY COUNCIL

JUNE 5, 2017

7:00 P.M.

The Council of the City of Augusta, Kansas met in regular session on June 5, 2017, with Mayor Matt C. Childers presiding.  Council present were Jason Lowery, Cale Magruder, Jamie Crum, Tom Leffler, Mike Rawlings and Ron Reavis.  Councilmen Paul Belt and Justin Londagin were absent. Also present:  City Manager Josh Shaw, Assistant City Manager Cody Sims and City Clerk Erica Jones.  Visitors present were: Belinda Larsen, Olivia Haselwood, John Black, Connie Thurman, Eric Birk, Myrna Rogers and Gary Rogers.

Prayer:   Pastor Cale Magruder, First Southern Baptist Church, gave the invocation.

 

Minutes:  Leffler made a motion to approve the minutes from the May 15, 2017 City Council meeting, May 22, 2017 Budget Work Session, and May 23, 2017 Joint City Council/Parks Advisory Board Work Session.  Crum seconded the motion. Motion carried without opposition.

           

Ordinance 5A:  Leffler made a motion to approve Ordinance #5A in the amount of $793,599.48 and Ordinance #5B in the amount of $342,318.14. Lowery seconded the motion. Motion carried without opposition.

 

Business:

Update on Condemnation Process for a Single-Family Residential Structure and a Detached Residential Garage Located at 1154 North School Street:  The Council received and filed a staff report regarding the condemnation process at 1154 North School Street for a single-family residential structure and a detached residential garage pursuant to the provisions of K.S.A. 12-1750 et seq.  Magruder made a motion to table any further condemnation action until July 3, 2017.  Leffler seconded the motion.  Motion carried without opposition.

           

Update on the Design Process for the Garvin Park Restroom and Concession Facility: Council received an update from staff regarding the design process for the public restroom and concession facility at Garvin Park.  Council reviewed the current design with comments incorporated from the May 23, 2017 Joint City Council/Parks Advisory Board meeting and provided staff final direction for the design.   Consensus was for Option #3 with one long aesthetically attractive door on each side made out of glass or tempered glass with a more solid portion on the lower part of the door.

           

Matters From/For Council and Informational Memorandum:

Lowery made a motion to schedule the third 2018 Budget work session for Tuesday, June 20, 2017 at 6 p.m. at Augusta City Hall.  Crum seconded the motion.  Motion carried without opposition.

 

Leffler:  Leffler stated the fireworks display has been moved to July 3rd and asked how many stands there will be.  Jones stated there are four at this time.

 

Childers:  Childers asked if there would be interest to move the meeting up to 6 p.m. on July 3rd with the understanding that the public hearings could not be conducted until 7 p.m. even if all other agenda items have been discussed.  Lowery made a motion to move the July 3rd, 2017 council meeting to 6 p.m. with the understanding that the scheduled public hearings cannot be conducted until 7 p.m.  Rawlings seconded the motion.  Motion carried without opposition.

 

            Childers stated that the State of Kansas held the free fishing weekend and every year we get the question if the City lakes are included in the free weekend.  He stated they are not since they are not State lakes, but asked Councilman Rawlings to put it on the Park Advisory Board agenda to discuss for next year.

 

            Childers stated there was request from a citizen on the City’s Facebook page changing the time for discharging the fireworks on July 3rd to midnight since no one works on July 4th anyway. Consensus was for staff to put an ordinance on the agenda for the next meeting so the governing body has an opportunity to get feedback from the citizens and Public Safety.

 

Crum:  Crum inquired about low water pressure on north Euclid for the past two weeks.  Shaw stated he would have to check in to it.  Crum stated she left a message for Public Works today.

 

Adjourn:  at 7:34 p.m., Rawlings made a motion to adjourn.  Lowery seconded the motion.  Motion carried without opposition.
